When the provincial candidates hit the campaign trail last elections, nobody among them ever mentioned that there is a bill now up for plebiscite where we shall be asked whether we approve of the division of Quezon.
What we remember was the vehement exhortation of the local bets on motherhood statements and rhetorics like unity of purpose, self reliance, transparency as time-tested secrets to progress and other harmless vocal farts.
One local candidate nonetheless was heard saying in one unguarded moment on the unique resources of Quezon compared with our neighbors who look with singular envy on the integrity of our territory. He even made a contrast that the total area of CALABARZON is 1,850,000 hectares while Quezon alone is 880,000 hectares or practically more than half of the economic zone. That speaks volume on the potential of Quezon. Whether it is the promise land like Mindanao remains to be seen.
ECONOMIC POWER
Quezon in itself can be a potent economic power South and East of Manila. Traffic from the South passes thru the province. On it is the daily lifeline from the Eastern Visayas and the Bicol region en route to Manila. Tapping the harbor and waterlines from the East, Laguna and Rizal become accessible to the Pacific. Down South, we have the Tayabas Bay and Ragay Gulf.
There is no need to belabor the other resources of the province that remain virgin by any account.
FORESTS IN THE EAST
Gen. Nakar is the biggest LGU in the entire country. Its land area is as big as the provinces of Cavite and Rizal. All we have to do is seek a perpetual government protection of its forests for the enjoyment of future generations.
With the onset of global warming, an expansive lung in the East of Manila, only 80 kilometers away from it, assures the city of pristine air cover. We should provide our future generation of a viable airshed courtesy of our province. And we have the majestic Polillo Island, rich in natural resources and untapped virgin beaches.
FRESH WATER FROM NAKAR
Another selling point of General Nakar is its virtual unlimited supply of fresh water from the Sierra Madre freely flowing to the majestic Umiray River . Our great rivers empty themselves into the Pacific. We have the Dumacaa, Lagyong Bayan in Central Quezon, the Pandanan, and the serene Sumulong in the South. By harnessing Umiray, a natural faucet and redirecting this river to the cities, our urban areas are guaranteed of fresh water supply, with least chemical intervention. Foreign countries may even look at us for water supply. Nothing beats nature’s spring water more than those processed by desalination machines that taste like dense solvent.
Because of virgin Sierra Madre snaking in Gen. Nakar alone, we have natural oxygen tank and mountain sweet water enough to refresh and replenish the bustling Manila metropolis. The trees in Gen. Nakar should be marked and identified and preserved for posterity. No logging activities shall be allowed in those parts. We should appeal to the development banks to make available soft loans to tourism and related investments in Gen. Nakar.
P1B RPT ANNUALLY
With its income from real property taxes, the province can initiate developmental projects in this direction. The provincial government with enough capital from the P1B RPT, on its own initiative, directly invests in ecotourism project exploiting the natural wonders of Gen. Nakar, Infanta, Real and the Island of Polillo .
It is high time for our Quezon local leaders to initiate the development of the Pacific side. A new highway should be laid to connect Atimonan to Real in anticipation of the Infanta-Marikina Road and the soon-to-be-constructed international port of Infanta-Real. Local funds can be used in building this Pacific Highway as an alternative to the traffic-laden Majarlika Highway. By opening this arterial road en route to Manila via Real-Infanta, travel time is slashed and the potential of the virgin coastlines to eco-tourism ventures is tapped.
US$2B INVESTMENT
Remember that Mauban is host to Quezon Power Plant, a P50B venture at the mouth of Lamon Bay . Lamon Bay is the fish sanctuary of Perez, Alabat, Quezon, Atimonan, Plaridel, Gumaca, down to Calauag, all towns of the 4th District.
In other words, the mammoth chimney is breathing down the neck of the 4th District, soon to be part of a new province, Quezon del Sur. Water temperature elevation will not affect Mauban and the entire soon to be established Quezon del Norte, but it will plague for the most part Southern Quezon where the proposed Quezon del Sur would be carved.
On the other hand, the power generator now owned by Team Energy in Pagbilao is spewing its exhaust towards the Bondoc Peninsula.
What we see is a gross anomaly where Quezon Del Norte reaps the fruits of the power plants while their detritus are poured in Quezon Del Sur. This is the intention of the proponent of the crazy bill.
LUCBAN: OLD TOURIST DESTINATION AND CENTER FOR THE ARTS
Lucban and its immediate neighbors are the traditional tourist Quezon destination. With its noted Pajiyas and iconic products like Longganisang Lucban, rice kipings, and handmade artistic buntal hats, we can broaden the festivities that would include Sampaloc and Tayabas. These towns are steep in established religious celebrations that make up for the most part the character of our people. We can hold simultaneous Pajiyas from Lucena towards Tayabas, Lucban, and Sampaloc down to Gumaca, Lopez and Calauag which celebrate their own San Isidro (San Roque) feast.
What we are saying is that not only is the 1st District rich in natural resources but also well-endowed unique traditions comparable to Mascara in Negros, Ati-Atihan in Panay, and Moriones in Marinduque.
REINA AND MARILAQUE: CROWN JEWELS OF THE 1ST DISTRICT
During the bullish years of the Ramos administration, several developmental plans were on the drawing board.
One of them was the REAL-INFANTA-NAKAR economic and international trade area. The proximity of these towns to Marikina City and Laguna province even brought about parallel developmental plans zeroing in on these coastal towns of Quezon known as MARILAQUE. We don’t have to belabor the importance of these three additional crown jewels of Quezon. These three towns practically straddle the coastlines from Aurora to Atimonan. The ideal harbor of Real and Infanta must be integrated with the expansion of Marikina City and Laguna to the Pacific. Without the involvement of Quezon in these gargantuan undertaking, practically expanding the land area of Metro Manila to the West, any proposed study in that direction is worthless. With this new initiative, Real, Infanta, and General Nakar assume tremendous roles in integrative economic policies of the national government. With the prospect of division, South Quezon loses these territorial treasures.
CROWN JEWELS OF THE 2ND DISTRICT
In terms of real estate and ideal locations for commercial, industrial, or international economic zones, the City of Lucena is an ideal site with its flat terrain. Foreign investors may also set their sights to alternative locations accessible by current infrastructure, power and communications facilities. We have the wide universe of urban centers of Candelaria, Tiaong, Sariaya, Tayabas and Pagbilao with a combined area of 350,000 hectares. Foreign capital can never go wrong in these locations. With multi-millions in real property taxes, the South is assured of a sizeable portion of it.
With the spike in real estate valuation, these local government units are secured of sizeable annual income from land and improvement taxes. With its corresponding ripple effect, employment would balloon in those areas. Outside investors are guided by existing laws and regulations to avail themselves of local services, labor and indigenous materials found in Quezon. Once Quezon del Sur is separated, it loses preferential treatment from investors in Quezon del Norte.
IMPLICATION OF DIVISION
Now that the bill cutting Quezon has finally become a law (GMA failed to sign it within the reglamentary period), we are now faced with the last hurdle of its implementation: the plebiscite. Once the people blindly vote for the division, we perpetually lose the physical, cultural, and psychological connect with the rest of Quezon. We lose the crown jewels including the head that adorns them.
Truth to tell, the proponents of this law failed to exert the minimum effort of notifying the sizable sectors of the province. This was placed on record in the Committee on Local Governments when the main proponent was shepherding the law at that level. What was heard for the most part was the upside for the division. All rhetoric and courageous statements. Nothing was heard for the downside. The proponent, while the bill was being railroaded in the Committee, was busy imagining the short haul political benefit for him and his family. What was heard was the litany of motherhood exhortations that the South must stand by its own feet, rely and develop its own resources, and enjoy the magnanimity of the Central government by way of the Internal Revenue Allotment. How about the local sources of revenue?
What can we boast in the South as its crown jewels?
Gumaca, with its century old water problem, is a transient town. It is the site of commercial banks and government agencies in the area. Despite the reign of an old political family there, nothing was done in the development of Gumaca, touted to be the Capital of Quezon del Sur. Its water system is the worst in the province. There was even an ordinance that proscribes domesticating pigeons. The reason is obvious. Doves with their droppings dirty the roofs that collect rain water! While Hondagua in Lopez is host to the Puyat Philippine Flour Mills, it has for the last twenty years operating in reduced capacity. PFM pays miniscule property tax to Lopez and provides employment to about 200 natives of the town. Catanauan in the Bondoc remains sleepy thanks to its sleepy and corrupt leadership.
Moreover, the proponent failed to see that half of the IRA is for salaries and wages of a new bureaucracy for the new province. Assuming that one half of the P900M IRA goes to the South, or P450M, P225M of it goes to employees’ pay. Its 20% development fund is pegged at P90M or P45M for each district. How far can P45M go in a district with 10 towns, for instance? The rest or 30%, regrettably, is for Maintenance and Other Operating Expenses. We lose our availments from the RPT from the crown jewels, estimated at P1.25B annually, not to mention priority in landing a job where employment opportunities loom in the North. Why should we rely on the palliative Countrywide Development Fund of the Congressmen when we know that 50% of it goes where it shouldn’t go? Let us reflect for a moment and ask the gentleman from Bondoc the destiny of his 16-year pork barrel. Remember that the Bondoc Circumferential was a foreign grant from the Asian Development Bank and the Lopez-Buenavista Road was thru the courtesy of FVR. Someone is looking at the multimillion peso budget for the construction of the new South Capitol Complex housing the new center for the newly minted province.
They say that the P1B budget for the government center in Gumaca will create employment and spur multiplier effect. After the money is spent for the cold structures, what happens next?
They say that precisely they want independence because of sheer neglect. But they have been in power for the last 16 years! Are they impeaching themselves?
They say technology is non-existent because most of their barangays are not energized, and asked, what’s the use of the telephone and internet when they are not serviced by Quezelco? This is misinformation at its best. Quezelco has entered several agreements with LGUs from the South to electrify them since 1995. These LGUs even had the magnanimity of lending Quezelco just to have this understanding going. The proponents conveniently forget that there is a law, RA 6849 (“Municipal Telephone Act of 2000”) connecting every barangay with telephone. If that is not connectivity, then tell us what is? Bondoc is pockmarked with cell sites from Padre Burgos to San Narciso where their residents enjoy the easy access thru webcams and cellphones with their love ones working abroad. The 4th District on the other hand enjoys the latest technology. Since 1982, Alabat Island enjoys uninterrupted energy, thanks to the innovative submarine cable from Guitis to Cagbalogo in Quezon, Quezon. President Marcos made sure the islanders relish the comfort electricity gives. The island of Alabat, especially Quezon, Quezon gave Alejo Santos a resounding victory over Marcos in the 1982 presidential elections.
Most of us found ourselves holding a fait accompli for a law.
The act of division shall do injustice to South Quezon . There was no clinical or scientific neither an academic study made prior to floating the proposal. South Quezon needs North Quezon for unity of purpose. The North nourishes the South. South Quezon loses its physical and psychological connection with the North. By legislating territorial division it spells the economic petrifaction of its half.

I was born in Quezon and still helping to save our remainng forest of Sierra Madre which was originally the ancestral domain of our brothers Dumagat (Agta/Alta/Atta). They the indigenous people are the one suffering since they are constantly marginalized by our so called Tagalog development.
Ang daming troso pa rin na kinukulimbat ng mga iligalista and yet walang ginagawa ang ating pamahalaan maging sa local government units. Hindi nila nakikita ang mga dumadaan sa mga highway sa kabila na marami namang check points.
Ang Quezon ay di kailangang hatiin, ang dapat ay magbago ng pananaw ang ating mga tayong mga taga-Quezon at pamunuan it ng mga pulitiko. Huwag yung pagpapayaman ang isipin – puro na lang pera ang inaatupag. Maawa na tayo sa mga nangangagutom at naghihirap nating mga kababayan. Walang tamad sa Quezon pero maraming magnanakaw ng yaman ng Sierra Madre.

Because a congressman has a finite annual pork barrel, it invariably goes to under or medium-sized infrastructure within the district often without consultation with the Governor or Mayor. As congressman, he does not dip his hands on the administrative disposition of the annual district budget such as salaries, wages, and maintenance and other operating expenses or intelligence fund, etc. Now that he is the Governor, he performs a radically different job description. He is 24/7 chief executive with all eyes on basic services and governance. With his experience as the Chief Executive Officer of his various manufacturing and holding companies prior to becoming a public official, the Governorship is like second skin. And being a trained engineer and steeped in technology, the vaunted bigness of the territory is paltry. There is nothing spectacular about the size of Quezon at 870,000 hectares or practically one half of CALABARZON.
Nantes time and again claimed that he lent his name as co-sponsor of what appears to be now RA 9495, the law that creates Quezon del Sur, when former Congressman Wigberto Tanada filed it in Congress in 1996. It was an act of solidarity with a fellow congressman from the same province. Upon adjournment of the said Congress it was refiled in 1998 sans Nantes signature. That bill was further refiled in 2001 and eventually when Congressman Erin Tanada took over his father’s 4th district seat in 2004. The bill as proposed was a far cry from the original bill crafted by the elder Tanada. It was finally approved and lapsed into law in September, 2007 when Nantes was already governor of the Province. In other words, the bill signed by Nantes with the older Tanada did not mature into anything as it became functus oficio. In fact, it is jurisprudentially considered as a “mere scrap of paper”. Nantes should not be dragged into the fray as one of the main authors of the law. This finds confirmation in the case of LEAGUE OF CITIES OF THE PHILIPPINES (LCP), et al. vs. COMMISSION ON ELECTIONS; MUNICIPALITY OF BAYBAY, PROVINCE OF LEYTE; MUNICIPALITY OF BOGO, PROVINCE OF CEBU; MUNICIPALITY OF CATBALOGAN, PROVINCE OF WESTERN SAMAR; MUNICIPALITY OF TANDAG, PROVINCE OF SURIGAO DEL SUR; MUNICIPALITY OF BORONGAN, PROVINCE OF EASTERN SAMAR; and MUNICIPALITY OF TAYABAS, PROVINCE OF QUEZON, G.R. No. 176951 November 18, 2008, where the Supreme Court ruled:
Deliberations of the 11th Congress on Unapproved Bills Inapplicable
Congress is not a continuing body.[22] The unapproved cityhood bills filed during the 11th Congress became mere scraps of paper upon the adjournment of the 11th Congress. All the hearings and deliberations conducted during the 11th Congress on unapproved bills also became worthless upon the adjournment of the 11th Congress. These hearings and deliberations cannot be used to interpret bills enacted into law in the 13th or subsequent Congresses.
The members and officers of each Congress are different. All unapproved bills filed in one Congress become functus oficio upon adjournment of that Congress and must be re-filed anew in order to be taken up in the next Congress. When their respective authors re-filed the cityhood bills in 2006 during the 13th Congress, the bills had to start from square one again, going through the legislative mill just like bills taken up for the first time, from the filing to the approval. Section 123, Rule XLIV of the Rules of the Senate, on Unfinished Business, provides:
Sec. 123. x x x
All pending matters and proceedings shall terminate upon the expiration of one (1) Congress, but may be taken by the succeeding Congress as if presented for the first time. (Emphasis supplied)
Similarly, Section 78 of the Rules of the House of Representatives, on Unfinished Business, states:
Section 78. Calendar of Business. The Calendar of Business shall consist of the following:
a. Unfinished Business. This is business being considered by the House at the time of its last adjournment. Its consideration shall be resumed until it is disposed of. The Unfinished Business at the end of a session shall be resumed at the commencement of the next session as if no adjournment has taken place. At the end of the term of a Congress, all Unfinished Business are deemed terminated. (Emphasis supplied)
Thus, the deliberations during the 11th Congress on the unapproved cityhood bills, as well as the deliberations during the 12th and 13th Congresses on the unapproved resolution exempting from RA 9009 certain municipalities, have no legal significance. They do not qualify as extrinsic aids in construing laws passed by subsequent Congresses (emphasis ours).
We also find parallel historical antecedent of what appears to be tectonic shift of perspective proved correct by future events when for example President Abraham Lincoln originally subscribed to the idea of secession, decreed the preservation of the Union at all cost. More than 200 years after the fact, Lincoln is adjudged one of the greatest presidents of the US . Gore Vidal, in his book, United States recounted:
The public Lincoln has been as mythologized as the private Lincoln . As a congressman, he had opposed the 1846 war with Mexico– a nasty business, started by us in order to seize new territories. In a speech that was to haunt him thirteen years later, he declared, “Any people anywhere being inclined and having the power have the right to rise up and shake off the existing government, and form a new one that suits them better. . . . Any portion of such people that can may revolutionize and make their own so much of the territory as they inhabit.” When the South chose to follow Congressman Lincoln’s advice, President Lincoln could not go. When confronted with his 1848 declaration, he remarked, rather lamely, “You would hardly think much of a man who is not wiser today than he was yesterday.” (Gore Vidal, United States, 1993, p. 667)
Winston Churchill famously remarked, “a fanatic is one who can’t change his mind and won’t change the subject.” Closer to home, wasn’t it Manuel L. Quezon no less who said that “only fools don’t change their minds?”

PAHAYAG AT PANAWAGAN NG ‘NO’ NG ISANG TAAL NA TAGA-BONDOC PENINSULA SA ISYU NG HATI-QUEZON
Nalalapit na po ang plebisito na takdang isagawa ng Comelec sa Disyembre 13, 2008 kung saan ang taumbayan sa buong lalawigan ng Quezon ay magpapasiya kung papayag na mahati o hindi ang lalawigan at maging Quezon del Norte at Quezon del Sur.
Napakahalaga po ang pagpapasiya lalo na sa parte ng Bondoc Peninsula na kasama ang Ikaapat na Distrito ay sasakupin ng Quezon del Sur. Di naman po lingid sa amin dito na medyo may kalayuan nga po ang kinaroroonan ngayon ng kapitolyo na nasa Lungsod ng Lucena. At ang balak po na maglagay ng kapitolyo sa bayan ng Gumaca ay mukhang mabuti nga po sa biglang tingin at mukhang dagliang solusyon sa problema ng layo sa bahay pamahalaang panglalawigan.
Batid po naman namin ang layunin ng batas Republic Act 9495 o An Act Creating the Province of Quezon del Sur at ito’y upang mas mapabilis umano ang pag-unlad ng Ikatlo at Ikaapat na Distrito sa ilalim ng mabubuong Quezon del Sur. Sa tingin namin ay napag-iiwanan na po talaga ang aming distrito nitong mga nakalipas na maraming taon. At sa napipintong pagkabuo ng Quezon del Sur ay tuluyan na po kaya kaming may mabanaagang pag-asa na kami ay umangat at umunlad?
Amin pong naiisip na di basta nakakamtan ang pag-unlad at pagtatayo ng isang panibagong lalawigan na maraming kaakibat na kakailanganin upang makatayo sa sariling paa. Madali pong maniwala sa mga nagsusulong na ang paghahati ng lalawigan ay nangangahulugan ng pagkasumpong ng pag-asa bunsod ng kaway ng bagong panimula at pagsasarili na di na halos iniisip ang mga ibubunga nito.
Pag nahati na ang buong lalawigan at nabuo na ang Quezon del Sur at Quezon del Norte ay anong mangyayari pagkatapos? Mabuti ang Quezon del Norte at kahit saang tingnan ay may sapat na kabuhayan at pinagkakakitaan upang maitaguyod ang sariling kaunlaran. Ang Quezon del Norte ay sentro ng negosyo at trabaho, turismo at edukasyon at may planta ng kuryente sa Mauban at Pagbilao na nagbabayad ng malaki sa buwis sa pamahalaang panglalawigan.
Paano naman ang bagong silang na Quezon del Sur? Magsisimula tiyak sa kung magkano lang ang matitirang Internal Revenue Allotment matapos ang paghahati at sa kikitain sa real properties. Paano tutustusan ang itatayong gusali ng pamahalang panglalawigan, ang iba’t ibang mga tanggapan, mga pampublikong imprastraktura, at sahod sa mga kawani mula gobernador, bise gobernador, mga bokal, at mga pinuno ng tangggapan at daan-daang mga karaniwang kawani? Tiyak daang milyon na ang gagastusin ng bagong tayong Quezon del Sur. At kahit paano ko mang ito’y isipin ay natitiyak kong hindi agad sasapat ang kikitain ng bagong lalawigan sa mga pangangailangan nito. Paano na ang mga karaniwang mamamayang tulad ko na umaasa sa serbisyo at kalinga ng pamahalaan? Sa tingin ko bibilang ng taon, sampo hanggang dalawampung taon, depende sa uupo sa pamahalaang panglalawigan ng Quezon del Sur, bago makasumpong ng kapanatagan at pagsulong ang Quezon del Sur.
Naiisip ko, nang unang ipanukala ang balak ng paghahati ng Quezon ay mahigit sampong taon na ang nakararaan. Sa pagkaintindi ko ay maaaring lipas na ang mga batayan ng batas sa paghahati ng lalawigan. Noon ay talagang mahirap ang mga daan at wala pang makabagong paraan ng komunikasyon tulad ng cellphone at internet. At noon ay halos hindi nakakatugon at di nakakapunta ang mga opisyal ng pamahalaang panglalawigan sa malalayong bayan at barangay. Ngayon ay napapansin ko ang pagpupursige ng kasalukuyang administrasyon ng pamahalaang panglalawigan na maipaabot ang mga serbisyong pambayan sa lahat halos ng dako sa apat na distrito. Nariyan ang tulong pinansiyal pangkabuhayan na kalahating milyong piso bawat bayan at tig-dalawampu’t limang libo bawat barangay. Nariyan ang libo-libong benepisaryo ng Philhealth at mga kabataang iskolar, mga ipapatayong gusaling pang-edukasyon, at iba pa. Sa tingin ko ito’y pagpapakita ng parehas na paglingap ng kasalukuyang pamahalaang panglalawigan sa pamumuno ni Gob. Raffy Nantes at ang kanyang pagpupursigeng itaguyod ang pag-unlad sa buong lalawigan.
Ang pagbabago ng pasiya ng Punonglalawigan Nantes sa isyu ng paghahati ng lalawigan ay isang mapanghamong pagpapasiya na kanyang isinagawa dahil sa kanyang nakitang pagkakamali sakaling tuluyan nang mahati ang buong lalawigan. Ang mamamayan ng Bondoc Peninsula ay lihim na nagbubunyi sa ginawang ito ng ama ng lalawigan dahil ito’y nagpapatunay ng kanyang paninindigan at pagharap sa hatol ng kasaysayan. Ang pagbabagong ito ng Punonglalawigan, sa dakong huli, ay nagpapatunay ng kanyang paglaki at paglago bilang lingkod-bayan na mas minamahalaga ang kapakanan ng kanyang nasasakupan kaysa kanyang sarili – maging tampulan man siya ng puna at pula ng kanyang mga kalaban sa politika.
Sa aking tingin, hindi ang paghahati ang solusyon sa problema ng ating lalawigan. Ang paghahati ng ating lalawigan ay mas malamang magbunsod ng mga bagay na aking nakikini-kinita ay maaaring iilan lang ang magtamasa dito sa mabubuong Quezon del Sur habang ang kalakhan sa atin ay mas lalong mabaon sa paghihirap.
Sa aking palagay ay mas makabubuti ang manatiling buo, iisa at magsama-sama sa pagtataguyod ng kaunlaran ang pamunuan at mamamayan upang tuluyan nang umunlad ang ating buong lalawigan.
Kaya po ang aking simpleng panawagan sa aking mga kababayan dito sa Bondoc Peninsula sa darating na plebisito sa Disyembre 13, 2008 ay tayo’y bomoto ng NO.
NO po sa batas na napaglipasan na ng panahon at di naman tayo sinangguni.
NO po sa mapanghating batas na nagtuturo sa atin na magkanya-kanya at di inalagata ang ating sama-samang pagpupursigeng umunlad ang buong lalawigan.

ang alam ko sa mga panukalang batas na hindi pumasa sa alinmang kongreso ay “functus oficio”. kapag natapos ang kongreso, tapos na rin ang panukala kung hindi ito naaprubahan. kaya walang kinalaman ang 11th, 12th at 13th Congress sa isa’t isa kung ang pag-uusapan ay RA 9495. Ang RA 9495 ay naipasa sa 13th Congress at iba ang komposisyon at kinatawan sa nasabing kongresong ito. Ang mga datos sa 11th at 12th Congress ay hindi pwedeng pagbatayan ng 13th Congress. Kailangang gumawa ng sariling pag-aaral ang 13th Congress upang masabing sinunod nito ang saligang batas at ang local government code nang ipasa nila ang RA 9495. Dahil sa personal na interes, na-railroad ang proseso sa 13th Congress kaya nga hindi pinirmahan ni PGMA ang nasabing batas. Maliwanag na may depekto ito. At upang hindi mapahiya ang ang mga proponente nito, ibabato sa tao ang pagpapasya at maghuhugas kamay ang Korte Suprema sa magiging ruling nito sa constitutionality ng nasabing batas. Kaya bumoto tayo ng NO, hindi dahil sa debate ng “noble intention” lamang, kundi sa lantarang panloloko sa tao ng mga nagtutulak ng batas na ito.
Hindi yata nag-iisip ang mga taga Agdangan at Padre Burgos na hayaang ibandera sa kanilang mga lansangan at dingding ng bahay ang : “Ilapit ang kapitolyo, ilapit ang pamahalaan, yes sa Quezon del sur”. Alin ba mas malapit sa inyo, mga taga Agdangan at Padre Burgos, LUCENA o GUMACA? Kapag nanalo ang yes dyan, nakupo baka pagtawanan kayo ng mga Grade V pupils sa HEKASI, talagang di kayo kakasa sa kanila, mantakin mo, imbes na pa-Lucena sila na mas malapit na kapitolyo eh dadalhin nyo pa sa Gumaca na di hamak na mas malayo. Mag-isip-isip naman kayo at talagang nakakahiya kayo. At isa pa, kaya nyo bang tulungang tumatag ang ekonomiya ng Gumaca kung mananatili namang ang inyong kalakalan ay nakatali na sa LUCENA? Sige nga, doon kayo mangalakal sa Gumaca at tingnan nyo kung uubra?

For me, there are lot of ways to do for our province to be progressive. Dividing our province although, it is no doubt that it is wide, is not the answer in this crucial problem. It could only be worsen either. Just observe the other provinces who have division like camarines norte and sur, mindoro oriental and occidental, negros occidental and oriental, surigao del norte and del sur, lanao del norte and del sur. These provinces are among the poorest provinces in our country. The first part of the province could be progressive but the other half will turn turmoil. Another good example, is the country of north and south korea. These two countries are too far from each other in terms of living. North korea almost faced in a chaotic life while, south korea is exactly opposite.
The only thing to do is to have a leader who has a good sense of management and integrity in serving the fellow citizen. If we will live together, we will stay together. Don’t let our province be divided for the good but let us work together as ONE for the betterment.

Ang konsepto ng pag hahati ay hindi masama. Ang tanong? Kaya ba mag sarili parehas ng Quezon Del Norte at Quezon Del Sur? Sa present situation ngayon, kung titingnan natin ang income, assets, properties ng Quezon, ano ba ang share ng 1st and 2nd( del Norte) at ano ang share ng 3rd and 4th? Sapat ba ang share ng 3rd and 4th district to become a separate province? Magiging self reliant ba ito? o aasa lang sa IRA galing sa National Government? Sabi nga ng Supreme Court sa Cityhood cases(including Tayabas)“the mad rush” of municipalities to convert into cities solely to secure a larger share in the Internal Revenue Allotment despite the fact that they are incapable of fiscal independence. Kung incapable of fiscal independence imbes na umunlad, lalong maghihirap. Saan kukuha ng pang pagawa ng mga infrastructure, schools, hospital( by the way, may maganda bang hospital sa 3rd and 4th district na makakasagot sa kailangan ng mga tao), roads, livelihood, etc. Uutang? hindi pa nga nag sisimula may utang agad. Taasan ang taxes, real property taxes for example.
Sino ba ang ayaw umunlad ang kanyang bayan, I grew up in San Francisco Quezon in 4th district( people fondly called it aurora),and have my secondary education in Lucena. Parehas akong may connection sa magiging del Norte and del Sur. Hindi pa panahon para hatiin ang Quezon.

last week nasa bondoc peninsula ako, majority sa kanila ay YES to HATI QUEZON. nagchichismisan sila nung marinig ko. pero karamihan sa kanila, YES dahil yung sinusuportahan nilang pulitiko ay YES din. pati nga yung kura-paroko ng simbahan nila, sinusulong ang YES, kaya marami sa kanila ang YES. tututol ka ba naman sa sinabi ng pari, e kung isumpa ka nun na pumunta sa impyerno! (haha, jowk lang) anyway, meron namang mga NO to HATI-QUEZON. ang point naman nila, ito daw ay dahil sa political manipulation ng current na namumuno dito. ang pagkakaintindi ko, hindi raw talaga hinahayaang umunlad ng mga namumuno dito ngayon ang southern quezon, dahil pag yumaman ang mga tao dito, hindi na sila makakapamudmod ng pera, at dahil dun, hindi na nila makokontrol ang mga mamamayan dito.
haha, nakakaaliw talaga makinig sa mga nagtsitsimisan, maraming nalalaman. personally, i don’t mind what will happen to Quezon as long as the plebiscite is concerned, it’s the voice of the people anyway. but before the plebiscite, we must inform the people about the pros and cons of the issue, and assure that they decide for themselves and not just become mindless puppets.

REPUBLIC ACT NO. 9495 IS UNCONSTITUTIONAL.
The law embraces more than one subject, in contravention of Section 26 (1) of Article VI of the Philippine Constitution. –
12.01 The constitutional proscription against logrolling is clear:
“Section 26. (1) Every bill passed by the Congress shall embrace only one subject which shall be expressed in the title thereof.”
12.02 It is respectfully submitted that the above provision has not been complied with when RA 9495 was enacted. We explain:
12.03 Section 1 of RA 9495 is deceptively simple:
“SEC. 1. Title. – This Act shall be known as the “Charter of the Province of Quezon del Sur”.
12.04 Hidden behind this plain title, however, are other agenda of the authors of RA 9495, as follows:
13.01 The authors of RA 9495 did not only carve a Province of Quezon del Sur from the present Province of Quezon. They also constituted the remaining municipalities and cities of the present Province as another province and renamed the same as Quezon del Norte.
“SEC. 2. Province of Quezon del Sur. – There is hereby created a new province from the present Province of Quezon to be known as the Province of Quezon del Sur, consisting of the municipalities of Agdangan, Buenavista, Catanauan, General Luna, Macalelon, Mulanay, Padre Burgos, Pitogo, San Andres, San Francisco. San Narciso, Unisan, Alabat, Atimonan, Calauag, Guinayangan, Gumaca, Lopez, Perez, Plaridel, Quezon and Tagkawayan. The mother province of Quezon, which is hereby renamed as Quezon del Norte, shall be composed of the municipalities of Burdeos, General Nakar, Infanta, Jomalig, Lucban, Mauban, Pagbilao, Panukulan, Patnanungan, Polillio, Real, Sampaloc, Tayabas, Candelaria, Dolores, San Antonio, Sariaya, Tiaong and Lucena City.”
13.01.1 In effect, RA 9495 amended Rep. Act No. 14 which renamed the then Province of Tayabas after former President Manuel L. Quezon.

The pros and cons of this issue is either here nor there. I quite agree with you Sonny that dividing Quezon now would bereft the southern quezon of the largess of the north. Vastly so, I may add. As I see it, the northern part would not be as affected as we are because they are already there, standing up and looking down on their southern brothers. I am just as concerned on the historical and cultural effects this would have on our present and future generations for it seems to me that our province is and has always been the longest province in the country and dividing this would be no more. That pride, along with our diminished coconuts will just be a thing of the past. At this point in time when the world is going haywire financially and economically, I shudder to think of the daunt tasks ahead of us when we are really on our own, beginning the process of building a new province, away from the bossom of our mother quezon. IWell, what can one do? On the other hand, if and when this is actually a done deal, the most our lawmakers from the South should do is to re-orient our people on how we can best hone our mighty natural resources (for we are just sitting on them) and start our own identify. We are, all things considered, a true quezonian, the bloods of our great leaders like M. L. Quezon, Tanada, etc, flowing on us. We will endure, we will be there too. We are for the division of Quezon Province. A good example is what had happened in our town in Guinayangan which was divided into 3 municipalities (Tagkawayan, Buenvista and mother town Guinayangan). Tagkawayan is now a developed 2nd class community, Buenavista is now gearing for progress while Guinayangan is now among a fast growing hub in the south. Kailangan na nating taga 3rd and 4th district na tumayo sa ating mga sarili paa, panahon na para tayo ay magising, let us break away from culture of mendicancy. Panahon na para mapabigay sa ating ang yaman at oportunidad na matagal ng ipinagkakait sa ating ng mga namuno sa Kapitolyo ng Lalawigan ng Quezon, palagian na lamang nilang pinapaburan ay ang mga “Vote Rich” at higit ng mauunlad na mga bayan at siyudad ng 1st and 2nd district samantalang tayo dito ay patuloy pang ring namamalimos at umaamot sa kakapirangot na ipinagkakaloob na tulong.

To all Quezon Resident
I think you all should view the separation as a new oppurtunity to chart its own destiny, both side of the politicians and citizens can now move at each pace and each strategy on how to develop whether you are from the North or from the South. Division will Open more Oppurtunity to the south since most of the decision now is held in the north
i think with this division, the south will develop independently from the tentacles of the north, like USA they have North Carolina and South Carolina, Division is just normal if you got too big of a real estate
i guess you all should vote YES specially for the south – i think a strong yes from the South will be heard… Quezon Del Sur will come Alive and Development will come once this is all settle thru the VOTE
although am not a Quezon Resident, I see it thru as an Outsider
a YES vote will benefit Quezon Del Sur in the long run, anyway the south had nothing to lose since they are already down….the only way now is UP

My dear friends,
I am yes for quezon division. We need to find out the disadvantages and advantages. Thorough study of the seperation. Whatever money allocated for us should go to us and should be spend the proper way.
We don’t want to be parasites with Quezon del Norte. It is Filipino mentality to live together. Great grand children lived with parents and grand parents in one house waiting for inheritance.
Why should we have to stick with them? Is that because of real property taxes, natural resources or with their tourism income?. We are too far as stated we are the longest province in the Philippines.
For me it is better to have vivid picture of the seperation.

Isang napakalaking kabobohan ang hatiin ang Quezon sa dalawa. Napakalaki ng potential ng ating minamahal na lalawigan pero masasantabi lang ang nakaambang pag-unlad nito dahil lamang sa makasariling mga pulitiko.
Nakakasiguro ba ang mga sponsors ng batas na ito na sa paghati sa Quezon ay ganap na matutuunan ng pansin ang kaunlaran nito?
Pinagaralan ba nila ito nang mabuti?
Dahil sa kalokohang ito, patuloy na kakain ang Quezon ng alikabok.
Iwan na iwan na nga, lalo pang maiiwan.
Kawawa naman. Napapailing na siguro si Quezon dun sa may kapitolyo.
